SISTEMAS DE SISTEMAS: REFLEJOS DE LOS ATTRIBUTOS DE LOS SOS CON LAS PRÁCTICAS APLICADAS EN INSTITUCIONES EN RED

El estudio aborda la comprensión de las interfaces de los atributos y los Sistemas de Sistemas (SoS) y las prácticas de gestión compartidas por instituciones en red, centrándose en los órganos del Poder Ejecutivo del Estado de Paraná. Con el objetivo de identificar los atributos de los Sistemas de Sistemas (SoS) y las prácticas de gestión aplicadas en las actividades diarias de los órganos y entidades del poder ejecutivo del Estado de Paraná. A través de los procedimientos metodológicos, la investigación tiene objetivos descriptivos y exploratorios, mediante un enfoque cualitativo, un estudio de casos múltiples, utilizando entrevistas semiestructuradas, documentos y observación. Los datos se analizaron mediante una técnica de codificación y documentación. Los sujetos de la investigación son funcionarios públicos en niveles estratégicos y tácticos del gobierno de Paraná. Los resultados muestran que los atributos más utilizados por los órganos y entidades del gobierno de Paraná son: autonomía, diversidad, pertenencia, emergencia y conectividad. Las secretarías tienen una estructura de red y utilizan en sus actividades diarias prácticas de gestión como la planificación, la coordinación, el intercambio de información, los objetivos de rendimiento y la definición de metas. Como conclusión, la investigación pretende contribuir a la comprensión de las estrategias adoptadas por las instituciones en red, destacando la importancia de la alineación de los atributos y el funcionamiento de los SoS con las prácticas de gestión para un mejor rendimiento.
