Abstract

This study examines the interfaces between attributes of Systems of Systems (SoS) and the management practices shared by networked institutions, focusing on the agencies of the Executive Branch of the State of Paraná. The objective is to identify the attributes of Systems of Systems (SoS) and the management practices applied in the daily activities of these agencies and entities. Methodologically, the research is descriptive and exploratory, adopting a qualitative approach and a multi-case study design, using semi-structured interviews, documents, and observation. The data were analyzed through coding and documentary analysis techniques. The research subjects are public servants at strategic and tactical levels of the Paraná government. The results indicate that the attributes most frequently used by the agencies and entities of the Paraná government are autonomy, diversity, belonging, emergence, and connectivity. The secretariats operate within a network structure, applying management practices such as planning, coordination, information sharing, performance targets, and goal setting in their daily activities. In conclusion, this research contributes to the understanding of strategies adopted by networked institutions, emphasizing the importance of aligning SoS attributes and functioning with management practices to enhance organizational performance.
