THE EFFECTIVENESS OF SUPRANATIONAL JURISDICTION IN PROTECTING HUMAN RIGHTS IN PRISON CONTEXTS: A CASE STUDY IN BRAZIL

Contemporary globalization has intensified the interconnection between international dynamics and domestic institutions, making the protection of human rights a central theme in global politics. This article analyzes the influence of international human rights protection mechanisms on national institutions, focusing on the effectiveness of the Inter-American Court of Human Rights (IACHR) in a Brazilian prison context. Through a detailed case study of a prison in Rondônia, known for serious human rights violations, it investigates how the IACHR's provisional measures have driven significant changes in state practices, resulting in the cessation of systematic homicides and the improvement of security indicators. The work explores the legal and institutional challenges faced by Brazil in implementing international judgments, the nature of the IACHR's influence (anticipated and unanticipated), and the role of internal catalysts, such as the creation of a special monitoring commission. It is concluded that the Inter-American Court of Human Rights, acting as a sphere of political influence and catalyst for internal institutional arrangements, can strengthen the democratic rule of law and improve prison governance, even in the face of legislative gaps and domestic resistance.
