A THEORETICAL-REFLECTIVE ESSAY ON SOCIAL SECURITY AND WELFARE IN BRAZIL

Social Security constitutes one of the main pillars of social protection in Brazil and plays a central role in shaping living conditions, material security, and population health trajectories. Despite its relevance, analyses of pension reforms have predominantly focused on their fiscal and actuarial effects, with less attention given to their social, psychosocial, and well-being implications. This article proposes a theoretical-reflective analysis of Social Security as a structural determinant of health, articulating the fields of social determinants of health, social protection, and well-being theories. The findings indicate that access to pension protection contributes to the reduction of psychosocial vulnerabilities, the promotion of well-being, and the strengthening of social cohesion, whereas reforms primarily guided by fiscal rationality tend to intensify insecurity, exclusion, and social suffering. It is concluded that Social Security should be understood not merely as an income policy, but as a structuring policy for health and well-being, whose weakening undermines central dimensions of social justice and health equity in the Brazilian context.
