SUSTAINABLE PUBLIC CONTRACTING AT IBAMA, PIAUÍ, BRAZIL

This study analyzed the application of sustainability criteria and practices in the Brazilian Institute of Environment and Renewable Natural Resources (IBAMA)’s public procurement in Piauí, seeking to identify barriers and implications for the effectiveness of the agency’s Sustainable Public Procurement (SPC). The inclusion of social, environmental and economic criteria in Brazilian public procurement is mandatory, but compliance with this determination faces obstacles, from budgetary restrictions to the culture of the parties involved. The theoretical-deductive method was adopted in a qualitative case study. The data collection procedures involved document analysis of nine contracting processes (secondary data) from 2018 to 2022 and eleven semi-structured interviews with civil servants (primary data). The data was subjected to categorical content analysis, supported by ATLAS.ti software. The results revealed a misalignment between IBAMA’s activities, recognized for their environmental protection, and the application of sustainable criteria in contracting, with weaknesses mainly in the phases of analysis of the balance between isonomy, advantageousness and sustainability, and contract management. It concludes that, despite the existence of a regulatory framework, the effectiveness of the PSCs in the agency is compromised by training, organizational and institutional barriers, which result in failures in the analysis of the balance between the dimensions of sustainability and in contract management. The study points to the need for corporate education programs and the contextualized adaptation of guides and models to overcome these challenges.
