GESTÃO DE RISCOS EM OPERAÇÕES POLICIAIS ESPECÍFICAS: UMA REVISÃO SISTEMÁTICA DA LITERATURA

Resumo

Este artigo tem como objetivo examinar de que forma a gestão de riscos tem sido abordada na literatura científica internacional no contexto de operações policiais específicas. Para tanto, adotou-se a Revisão Sistemática da Literatura (RSL) como método, conduzida de acordo com o protocolo PRISMA 2020. A coleta de dados foi realizada nas bases Scopus e Web of Science, utilizando descritores em língua inglesa relacionados à gestão de riscos, operações policiais e tomada de decisão em contextos de incerteza. Do total de 1963 artigos inicialmente identificados, após a aplicação dos critérios de inclusão e exclusão, bem como das etapas de triagem e elegibilidade, 37 artigos foram escolhidos para integrar a amostra final da pesquisa. A análise dos dados utilizou métodos qualitativos de análise de conteúdo e técnicas bibliométricas, o que possibilitou a identificação de padrões temáticos, abordagens metodológicas e lacunas na produção científica. Os resultados sugerem que a gestão de riscos em operações policiais é principalmente considerada um processo com várias dimensões, incluindo fatores operacionais, organizacionais, humanos, jurídico-institucionais e tecnológicos. No entanto, notou-se que a maioria dos estudos se concentra em países do Norte Global, enquanto há uma falta de pesquisas que tratem diretamente de operações policiais específicas de alta complexidade, como reintegrações de posse e operações de fronteira. Conclui-se que, apesar de a literatura internacional destacar a importância da gestão de riscos para a eficácia operacional, proteção de direitos fundamentais e legitimidade institucional, ainda existem lacunas na aplicação sistemática desse enfoque em operações policiais específicas. Nesse contexto, a pesquisa contribui ao organizar o estado da arte, destacar as limitações estruturais da produção científica atual e indicar caminhos para o progresso teórico e empírico do campo.
