ANÁLISE DOS IMPACTOS DO NARCOTERRORISMO NAS ÁREAS DE DEFESA E SEGURANÇA PÚBLICA DO BRASIL NO ATUAL CONTEXTO GEOPOLÍTICO

O narcoterrorismo, fenômeno que combina práticas do narcotráfico com táticas de violência extrema e controle territorial típicas do terrorismo, apresenta-se como uma das principais ameaças híbridas à soberania e à segurança do Brasil no contexto geopolítico contemporâneo. A instabilidade política e econômica em países da América do Sul, especialmente nas áreas fronteiriças, favorece a atuação de grupos armados que colaboram ou se articulam com organizações criminosas brasileiras, ampliando vulnerabilidades nas rotas transnacionais de tráfico. A globalização e o uso de tecnologias emergentes — drones, criptografia e inteligência artificial — fortalecem essas redes ilícitas e desafiam a capacidade de resposta estatal. Os impactos sobre a Defesa incluem maior pressão sobre as Forças Armadas para vigilância e controle de fronteiras, demandando operações complexas e juridicamente sensíveis, como as de Garantia da Lei e da Ordem (GLO). Na Segurança Pública, facções criminosas expandem sua capacidade de corrupção institucional, violência urbana e controle social, sobrecarregando o sistema de justiça criminal. A análise integrada revela que o caráter híbrido do narcoterrorismo impossibilita respostas fragmentadas: a linha entre Defesa e Segurança Pública torna-se cada vez mais difusa. O estudo conclui que o enfrentamento eficaz exige uma Estratégia Nacional Integrada, combinando tecnologia, inteligência compartilhada, cooperação internacional, desarticulação financeira e políticas sociais preventivas. Somente uma abordagem multidimensional, contínua e cooperativa pode mitigar a ameaça e proteger o território e os cidadãos brasileiros.
